The Claim Review Manual (CRM) favours a greater transparency by requiring from Research and Technology Advisors (RTA) that they determine the eligibility of SR&ED requests and other issues related to these requests. Discussions are then held with the claimant regarding those issues, before the examination and when new issues come up during the examination.
